I call it sowing.

If someone randomly told me that they were 'seeding' some plants, I would guess that they probably meant 'sowing', but it would also cross my mind mean that they might be planning to let the said plants go to seed, so that they could harvest that seed then sow it next year ...

if they said seeding without any context, I'd assume they were getting seeds off existing plants. it's not a word I'd use in any context though.

You seed an area (I seeded my lawn), you sow seeds.
But the US may do it differently
