Weeds in gravel

I am living in a rented house and need to keep the garden tidy. There's a small area of grass, a path and the rest is gravel.
It doesn't look as if the gravel is over a membrane, so grass and thistles are going crazy.
My back is not the best so I am looking for a way of weeding other than just pulling them out by hand. I'd prefer not to use weedkiller.
Can I use a hoe?

I think a hoe would be difficult because of the stones.

Long handled garden tools to loosen them and a grabber to lift them up.

Or boiling water but you need to watch for splashes on your feet from standing height and it needs repeating.

Yes a hoe is fine. Anything that is rooty, such as bindweed or couch grass pull up. Unfortunately all open spaces be it soil, gravel, woodchip - weed seeds land and germinate, it is what they have evolved to do. Just get a good hoe, sharpen it and go regularly to takle them when small and you should keep them in control.
