Tom cat spraying on plants

Hi, we have a really annoying tom cat who not only does his business in our garden but also sprays on our plants. I hate him! I have netted my veggie boxes but he always finds a way round it. Should I purchase something like Lions Roar pellets? Any advice hugely appreciated..thanks

I was going to say get him neutered but I see it isn't your cat.

No , not our cat. The neighbours don't care about it and it thinks every garden is its property. It even comes in to our house through the window and hides upstairs under the bed.
