According to my plant app, it's a smoke tree. Have tried multiple times to attach a screenshot with info, but unfortunately it won’t do it, sorry!

Cotinus Coggygria, grows really fast, lovely looking shrub, tolerates being hacked back whenever it outgrows its welcome. Great background for other plants and pretty tough. Does drop the 'smoke' clusters of teeny flowers and they drift like tumbleweed but very easy to pick up. Nice plant.

Smoke bushes come in different varieties some green, some dark red, one called Grace that has bronze leaves. The colours change if you cut them back - I have Grace in theory but the version I have has red leaves unless I cut them back.
That looks like a Cotinus to me too, and I'd move it as it's too close to the fence. They grow very big.

Just from googling images of smoke trees... It doesn't look like any of the pics.
Regarding the fence, the plant has been there for years... it is kept well trimmed.
