It looks like ground elder. I guess we could argue about the definition of weeds, but if it is that, it's extremely vigorous!

If you are asking about the umbrels of white flowers, it looks like cow parsley and so yes, it's considered a weed.

I have loads in my wildlife garden.

It's also called Queen Anne's Lace - I have some in my garden for filler and just yank any out that I don't want.

The leaves are wrong for cow parsley and Queen Anne's lace (wild carrot). I'd also say ground elder. Quite invasive!

Definitely ground elder, it spreads alarmingly and is very difficult to control. I don’t let it flower, remove as much as possible throughout the year and plant Crainsbill geraniums on top, which seems to inhibit it to a very small patch.
It’s one of those weeds you have to learn to liv with.

All the plants with umbels of white flowers are in the carrot/parsnip family, it’s the defining feature of the family. You can’t distinguish them by the flowers alone. Important to look at leaves too, and possibly stems.

And consider this - cow parsley for the garden
