What's wrong with my plant?

Any ideas? Too much water? Not enough water? It's in a toasty hot windowsill. The top of plant seems happy and flowering, but the bottom bit has all gone like this

Lower leaves do tend to dry up eventually. It appears to be an Echeveria, and they do lose lower leaves when in full growth, although maybe a very hot windowsill is also the cause. You could behead the top growth under the lowest leaves, leaving it in a shady place for about a week to callous, before resting it on a gritty potting mix where it will produce roots, and can then be potted up in a new pot.

Does it need a bigger pot perhaps? Looks like it has had babies that need pruning/,potting on,so may not be getting enough nutrients from the soil.

Leaves don’t last forever. The older lower leaves die off.

if chopping the top as Nan suggests seems too drastic,take off one of the offshoots and start that off in the same way.

It's pretty normal for them to do this, but even on the sunniest windowsill it's not getting as much light as it would outdoors so it will eventually stretch a bit. If you want it legless do what Nan says above, they are amazingly tolerant and tough.
