That’s rosebay willowherb. A very pretty weed, will get pink flowers if you leave it.

I've got loads of this in my rockery, definitely a weed. They pull up very easily thankfully!

A weed when it's in my flowerbeds, a flower when it's forming a mass display on the banks of the railway cutting just along the road.

Yep. it's rosebay willow herb. Very pretty when in flower but seeds everywhere.

No, it’s not rosebay willowherb, it’s one of the smaller willowherbs, possibly Epilobium montanum. Leaves are more toothed than rosebay and lack the broad central vein Small pale pink flowers rather than big dark pink ones. So it won’t even form a mass display by the railway!

As to whether it’s a weed, that’s a personal decision. Is it growing vigorously and interfering with plants you like better? It’s vigorous, tolerant of a wide range of conditions, self seeds copiously, and is perennial, growing in an ever bigger clump. (My personal decision is I uproot it wherever I see it)

Weeds are plants! Leave it, see if it is pretty or bees like it. Sterile lawns are out of fashion anyway.
