Is it normal for verbascum to not flower at the top?

I've grown these from seed and they're in a wildflower kind of section with not the best soil . They're on a bank /slope too.

Some others have flowered further up but still not quite to the top. Maybe 75%

Different plants grow flower spikes in different ways. Some produce a bud at the top, then add buds below that. Verbascum are in the group that produce a bud then extend the flowering spike upwards. So the oldest buds are at the bottom and flower first.

The top flowers should flower eventually. The only reason I could think of not is that the plant suffered some trauma, eg got too dry, and decided to abandon the last few flowers
