Nurture or neutralise?!

Does anyone recognise this plant? It seems to be forming bushes.

I had a seed sewing frenzy last year and have a lot of this this year. But unsure if it is a carefully selected thing that should continue to get tended or if it is a self seeded nightmare/squirrel buried treasure that needs to be ripped out ASAP....

Not 100% certain, but I think Goat Willow (the males of which carry the pussies).

That would make sense. There is a row of mature goat willows about 500m away so there is a potential source. The only thing is that the undersides of the leaves are hairless. Could that be because they are still young?
