What does this mean please? I’m thinking of strawberries and a raspberry bush I have (in a container)

Does it mean when the plant is growing or when it’s flowered and the fruit is growing?

When it’s growing. Otherwise they’d say “when the first fruit has set” or “once the flowers appear” or similar.

Yes, when they are growing. Plants can't use fertiliser if they are dormant, so the advice is usually to start feeding once the plant starts into active growth in the spring, which of course can vary quite widely depending on the plants in question.
