I'm pretty sure it is. Got it last year and it was hit by serious gales quite quickly. Also don't think it watered it enough once it was first planted. 😣 See photos.

I can’t see any shoots but that said the actual trunk looks healthy. I have black acers and they all have shoots but can look dead in mid winter. I moved one and that looked dead and I was too lazy to rip it out but it looks amazing now.

I don’t have suggestions but a good water as weather was warm today and maybe some tree food if you can buy such a thing.

My acer looked terrible a few years ago. I cut it back a bit and gave it some miracle grow feeds and it came back. Worth a try!

The white twigs look dead and the rest looks fine. Wait until it comes into leaf and then prune away anything dead.

Acers don’t like drought, and they don’t like wind because it increases water loss from the leaves and so can cause drought.

That said, I cut one back to the base because it was quite obviously dead. Two years later it produced a new shoot from the base (not grafted)

Some of my acers are already in leaf, some have fat buds and some still look like a bunch of sticks. Give it another few weeks at least.

I'd put it somewhere really sheltered, give it a water and a feed and observe what happens when everything else is starting to green up.

Do a scrape test - scrape away some of the outer bark and see if it's green underneath. If it is then it's alive, so cut out the dead bits, give it some tlc and hope for the best.

Also, what others said about shelter, that's really important.

Trim off the white ends and it will bounce back, mine looks not dissimilar but is starting to sprout
