I’m doubtful about a hebe as OP says it’s soft and hebes are usually quite solid and woody, but confess I’ve got no better idea.

It's a conifer, although the name escapes me at the minute.

Think yamadori is probably right. It has the overall look of one of my junipers, though that has noticeably sharp tipped leaves. Other conifers can be very soft. You’d be looking at one of the lesser known conifers.
