Just inherited an amazing garden but what is this plant and is it poorly??!!

Hebe - if its straggly cut it back a bit and it might fill out.

Yes, a Hebe. It's a popular evergreen shrub. Those dead-looking flower heads were probably purple. Give it a good trim and it will bounce back in the spring. I would also shorten some of the more straggly branches. Next year, clip after flowering.
