What is this on my Cast Iron plant?

I thought cast iron plants were the easiest thing to look after. Please can anyone tell me what these white speckles are and how to get rid of them. And how to avoid getting them in the first place.
Also you can see some leaves are going yellow.

Are the white ones bugs?

euonymus scale?

Info on internet says The white ones are males and brown are females. Wipe the leaves clean with your fingers then spray the plant with neem oil, if temps are under 90. Repeat spray in another 3-4 days . Do not spray in direct summer sun. Do not spray if temps are high

I've bought some spray and will get brave enough to remove them.
