Pigeons digging up my seeds

I live in a third floor flat with a Juliet balcony. I've put window boxes all along the balcony railing, and I'm trying to grow salady things but the pigeons keep digging up/eating whatever I plant. They chuck all the compost out and make a terrible mess, and nothing has germinated so far.

Any idea how I can keep them away? Or am I going to have to grow seedlings indoors before planting them? I didn't do this originally because I have limited space unless I take over the dining table. I'm hoping they won't dig up actual plants?

Also plagued by pigeons. You might be ok with growing things indoors and then potting out when big enough- I get away with that with peas etc. On the other hand, they decimated my carrots - completely pulled off all the tops - so I’d cover them if I were you. Wire hoops over the top of the window box with bird netting draped over the top should do it.

I'll get some netting. It's going to look ugly though.

I wonder if putting the boxes on the inside of the railing and slightly lower down would help? I'll have a look and see if they'll fit
