Can anyone help with this one I spotted in a border?

Well you've got me stumped. Was it in full flower or are those just buds? How big was the plant?

It might have had some white flowers on it. It was pretty big. It could be relatively rare as it was in the border of a Cambridge college which had some other unusual things in it.
