Is this a weed?

This plant is about 2 feet tall. It is growing in a large raised bed that was only planted a couple of months ago. I don’t remember anything being planted in the spot this is growing from. What is it?

Looks very like fennel. It grows like crazy! Took over my herb bed and had to be removed to the naughty corner.

Maybe also yarrow?

It doesn't look like yarrow to me. That has feathery leaves but not as frondy as your photos.

Is there any sign of flower buds? It does look quite like cosmos.
