Plants for windy balcony

I moved to the coast recently and feel like I'm not using the balcony enough because of the wind.

Apparently low growing plants and shrubs are good to act as a windbreak but I can't find out which ones might be robust enough.

Can anyone advise me please?

Unfortunately the management of the block don't allow screens but plants are ok.

You could attach a trellis to the balcony railings or use planters with an attached trellis and grow climbers. The trellis will give them extra support so the wind doesn't snap the stems and they will create a dense barrier. Bamboo in planters could work too. Have a look at specialist bamboo nurseries.

Google wind resistant plants for balconies/coastal gardens and look for plants that have the height, shape and density to create a barrier.
