What to do with this bed?

This bed is at the front of the house. It is north facing but gets a fair amount of sun. What I'm looking for is some very low maintenance, nice looking plants that will cover the ground and be wildlife-friendly. I think it needs some height at the back to cover the wooden wall. I am pretty clueless when it comes to gardening. I planted spring bulbs which looked nice at the time but now it is just a jungle, with a few pansies which I planted last Autumn and didn't expect to resurrect themselves. Last year there were lovely poppies but there is no sign of them so far. I was thinking maybe some bushes like lavender or something at the back then something spready at the front? When you dig down there are loads of thick roots, I don't know what they are from, which makes it particularly unappealing to deal with it. Thank you very much for any tips.

You could scatter foxglove seeds along the back of the bed, that would save having to dig roots out. Just weed/rake the surface to let them get to the soil, bees love them and they'll self seed so very low maintenance. You just need to sow them two years in a row as they flower the second year (biennial) so after that you'll have flowers every year.
