Why is my Himalayan Poppy stunted?

I’ve had it for years. It’s huge and grows really well. Now it looks like something from Chernobyl. Pathetic tiny flower at ground level.

The other one on the garden is fine. Much better conditions this year than last year for it. And it went mad last year.

I know it needs weeding. But the whole plant is about 2cm tall. The other one is about 2ft.!

There's been several threads about stunted plants recently, I think it's due to having such a cold dry spell right when they should have been having their pre flower growth spurt.

Everything is stunted in my garden this year, apart from nettles...I normally have a big bed of Lily of the Valley, this year only two have flower buds, just about to open and it is almost June.
The cold dry April and cold wet May have both affected plants. Locally even pasture is affected.

Everything is so late in our garden - we are in an elevated position and it's usually a couple of degrees colder than nearby places but we've got daffodils coming to an end, azaleas just flowering and some perennials I bought this year either in full bloom or barely poking through! My roses, including a newly planted hedge, are doing well though. Good, strong growth though no flower buds yet.

There is a poppy blight/disease doing the rounds, Monty talked about it a couple of weeks ago on GW
