Best time to move a hazel sapling

I have a hazel sapling which I planted as spare because I had a few in a hedging pack. Unfortunately the main sapling has died (my dad accidentally trod on it) so I need to move this sapling. It was only planted in February and has just come into leaf. When would be the best time to move it?

Normally I'd say dormant season, but since it's been in only since February, I'd be tempted to move it now, before it develops more of a root system.

But the other one may re-shoot - all he has done is coppice it rather crudely.
