Bloody grass

I levelled and topsoiled our lawn a few weeks ago and reseeded it. Of course it’s been too cold for the seeds to germinate - not a single shoot in 3 weeks.

Do I need to put new seed down when weather is warmer? Or will the existing seed just germinate when it gets warmer?

I think seed is a bit weird like that, you think it's doing nothing then all of a sudden it starts to, just wait and give it a water.
