Looks like euphorbia. It spreads widely, if you break a bit it should have milky sap. It’s an irritant so wear gloves.

Looks like Caper spurge which is a Euphorbia. Sap itself isn't the irritant but makes your skin more susceptible to UV

Euphorbia lathyrus, Caper spurge - because the seed pods look like capers, but don't eat them - they're poisonous.

Its a biennial, grows one year, flowers and seed the next, then dies. Looks like it's in it's second year so you may get flowers. They're tiny and green, but very interesting in structure.
