Turf or seeds

I am moving to a house with a large garden, but it’s currently just soil. I have had a quote for £500 for real grass turf which I just can’t spare at the moment. Can anyone give any tips how I can make the garden nice please? Half of the garden is cement so I would like to have the other half with grass. I haven’t done anything like this before so I’m clueless! If I put grass seed down I’m worried the birds will eat it and my children will be unable to play in the garden until it has grown, any experts?

Could you turf some and work in beds? Saying that, you'd have to pay for plants to put in them. Is the soil ready to seed? I.e. is it decent enough topsoil and has it been levelled and rolled? If so you could seed it and you'd be able to use it in about 6-8 weeks. We've seeded a couple of large areas and they don't look as good as turf but they're not too bad.xx
