Manure on top of stone chips?

We've got raised beds with stone chip on the top over an anti-weed liner.

We wanted to put manure down to feed the beds. Will we need to remove all the stones or can we just put the manure on top and it'll filter through? If we put it on top, how long do you think it will take to disappear?

If you put the manure on top of the stones, they won't all rise back to the top .

If you take the stones off and put the manure on top of the liner the nutrient from the manure will be washed down into the soil beneath, but the substance of the manure will remain as a viable soil layer on top of the liner, ready for seeds to germinate into. With the stone chippings on top to keep the moisture in, it will be a very favourable environment for seedlings.
