Can caterpillars make cobwebs?

My oregano was doing beautifully in a pot on the patio over the summer. When it got colder I moved it into the porch, where it went brown and dead looking within a week. I wondered if the porch was still too cold and so moved it into the kitchen where it continued to die. Today I noticed that the mint and lemon balm on either side of it were also dying.

I investigated and they're all three covered in cobwebby stuff. I found one green caterpillar in the oregano. Near the soil they're all mulchy as though they have been left for years.

Any ideas anyone? Can I save them?

I've cut off all the dead bits as far as I can.

I was mostly trying to set fire to things with the bunsen burners .

So that one little bastardy caterpillar has chrysalissed all over my herbs?

Nooooooooo!
