I think it is sadly. Is it a conifer?
I have one just like that at the bottom of the garden and the ‘leaves’ crumble into dust when I pull them off.

Conifers don’t recover in my experience!
Chop it down and start again with something new!

Sadly it is no more Sad.

It looks like it could have honey fungus, which is a terrible blight in a garden and can spread to anything. Time to say goodbye to that particular tree I think.

Oh, I was about to come on to say, cleverly and all authoritatively, that the rule of thumb is: break off a lower branch/shoot and if it’s still green and soft inside instead of brown and woody, it’s not dead just stressed and in need of love and care. Then I saw it was a conifer. Yeah. It’s dead.
