Helenium growing new shoots

I've grown helenium for the first time this year and as we have decided to dig a pond, I have moved them all to a new bed and hopefully, their final home-probably not the best time to move them. The are all shooting new leaves around the bases of the old flower stems. Is this normal? I'm now thinking they will die back in winter, or do these new shoots survive the winter?

I don't know about Heleniums, but a lot of plants do have overwintering rosettes which are low to the ground and not too susceptible to bad weather.
