Rose bush help

We've moved into a new house and we have this rose bush on our garden. It looks half dead to me! Is there anything I can do to help it?

I'm no expert but I would cut it back to a couple of feet from the ground and then even lower next February/March when the frosts have finished.

Prune down to an obvious live bud on one of the thicker stems in pic 2. Cut out any of the lower dead wood. Remove some of the grass around it and mulch with some new compost. Make sure it’s getting enough water, the ground is very dry at the moment.
Do not feed it till next spring, feeding now will result in weedy weak growth. In the spring feed with granular rose feed.
Roses are very tough and hopefully next year you’ll have a beautiful rose bush.

No its a good time to give it a good hair cut now, but as pp said don't go too low, go to a couple of healthy leaf buds.
