What is this insect? Bee? Wasp?

I have a section of grass between two driveways, and it is absolutely swarming with these insects. They're buzzing around frantically, all in the grass or up to about 3 inches off the ground. None seem to be arriving or leaving, just frantically buzzing around the grass.

The soil has some ants nests in it in case that gives any clues?!

Anyone know what they are? I can't even tell if they're bees or wasps - look like pale honey bee colour but more a wasp shape.

What is this insect? Bee? Wasp?

It could be ivy bees! The only thing that doesn't seem right is that the website says ivy bees are solitary (though many might nest in an area) - there are thousands on a patch of grass about 4m x 4m!

There is ivy around in the undergrowth/up mature trees etc, so maybe ivy bees.

Any other ideas?
