Can I raise a border that has plants in it?

I have a shallow border at the edge of my patio. When I replace the patio, I would like to have the border raised with a low wall going around it (my lawn is raised up from the patio, so I want to have the edge all the same level).

It currently has a couple of climbing roses, and a camelia, no small plants. When raised, can I just fill it with soil/compost or will I need to dig the existing plants out and replant them at the new depth?

I am planning on having it raised about 10cm, and later putting in some smaller plants to fill it which is why I want to bring the soil level up too.

Yes, you will need to dig them up and replant them if you want to raise the level more than a few inches.
