Sickly viburnum - help!

I’ve had this viburnum for two years now, it’s not thriving and looks like it’s dying.

What can I do to make it survive? It’s planted in clay soil.

I seem to remember they like shade? The clay soil is fine for them. Given how tiny it is I don’t think there is any harm in moving it, it’s obviously not happy where it is. although this is best done in Autumn, I would probably do it now and add blood fish and bone to the planting hole and keep it regularly watered.
