I don’t think it is-they grow from rhizomes.

Lidl's have them at the moment, if you have one nearby. Good sized plants for £7.99.

You can make plants from peony rhyzomes. You need to cut down through the actual rhyzomes. Don't do it if it's in somebody's garden!

Even one of the decent sized plants from Lidl won’t flower for a year or two after planting so be prepared for that.

They are red ones like your picture though - at least they are in my local store
