I have a Yucca Elephantipes plant that keeps dropping its leaves. I've tried lighter and more normal watering, but neither makes any difference.

It appears to be perfectly healthy, but as new leaves grow, old ones often die. If it has suddenly lost lots of leaves it might indicate a problem, possibly root rot.

looks like the small stump is dead.
top one looks good to me.
overwatering is more of an issue with these than underwatering with these plants.
you could try re-potting it and taking out the dead stump.

The top stump also has that mouldy-looking covering on the top which doesn't look too good.

The top covering is usually wax or similar. It's applied after the stems are cut
