when can i move plants around?

I need to move some plants in my garden around. What time of year is it best to do this?

It depends what they are. Decidous trees and shrubs late November. You can divide or move some flowering perennials now, if they have finished flowering.

ok, I'm thinking about my roses as well as some herbaceous perennials...does that make a difference.
Do I need to water them in and keep watering if September stays dry ?

I don't know about roses. Only planted mine last Sept and never had any before.
Herbaceous perennials should be ok now if you keep watering them.
