You could cover it with something - large bits of cardboard or old carpets. Those you could get free probably.

In the spring mow the 'lawn' regularly and the leafy weed will die back. Sprinkle grass seed and it will give you a half decent lawn by the summer.
A bag of sand on the patio next to the lawn will be good fun . Old carpet would work to play on but the underlying plants will die. A big cardboard box would make a playhouse.

I'm a little confused, why isn't it suitable for children to play on exactly?
It seems a decently sized space and fairly level, unless it's covered in nettles or something it's a perfectly presentable (albeit boring) usable garden?
