Any Cactus experts out there?

I have a cactus with very long and spindly tall whateveryoucall thems and it's got some kind of powdery fungal thing on some of it's ends. I think I overwatered once.
Can it recover? Should I spray it with something? Any ideas?

Dh knows a lot about cactuses/cactii. He says it sounds like the problem is due to the weather we've been having. It's a mixture of not having enough sun and too much moisture in the air. If this is the case then it should grow out of it without any treatment. Dh says you should let the pot dry out completely.
