What's wrong with my rose?

Newer leaves are curling round the edges and going black and crunchy. Very new growth and buds withering and not flowering, going sort of desiccated.

I have watered.

Please help me get my lovely vibrant orange rose back to health!

PS Cannot readily see any pests

Sounds like some sort of disease. I’d remove any badly affected areas then spray with Roseclear.
I would not normally used any form of pesticide, but it might be the only way.

It's got worse and worse. I've pruned and sprayed with Rose Clear
