What is this lemony smelling plant

I'm not a gardener I'll admit but Google has been no help. It's growing next to rosemary and looks similar but has a heavy citrus smell and a maybe a bit piney. Any ideas?

I don't think it's lemon verbena as there are no ridges on the leaves it looks similar though

Definitely not lemon balm or verbena. I'm curious to know what it is too, I love a citrusy plant.
