Viburnum Beetle AHHH! Help!

I have a (former) lovely Viburnum which I have had for quite a few years. It's a round dark green one with white flowers- although it won't flower at the moment. I grew it from a tiny plant from the supermarket, planted it in the garden where it appeared to thrive and it is now a large shrub about 5ft tall. However, for the last 2 or three years it's been completely shredded every spring. I assume it's the horrible beetle but even though it's covered in holes I cannot find a single beetle or grub on the plant. I tried spraying it last year which didn't help because there is nothing there to spray. The powers at google say the grubs should be there now- but no- nothing! It looks so horrible I'm just considering digging it up and replacing with something else! What can I do? Is it possible to get rid of this elusive pest?
