Why is my honeysuckle not flowering?

Is it because we've had so much rain? It didn't flower last year either though.
I've cut it back quite a bit in the hope that more light getting through might encourage it to flower.

Mine haas been crapola too this year... there seems to be a funny little sticky grey bug-like thing all over it too.

No bugs on it...in fact the leaves are very healthy and luxuriant.
I dug in some compost in the winter, I'm wondering if I may have over-fertilised it as I read somewhere that they 'thrive on neglect'.

If the leaves are luxuriant, I think you may have overfed it with the compost. Leave it well alone this year and see if the neglect works. They do need some neglect. But the weather isn't helping either.
