Too early to plant and divide?

Novice gardener here. Thanks for any advice. Is it too early to plant perennials like campanula and divide other plants, possibly pestemons but not really sure what they are! I'm a bit worried about frost.

Good time to lift and divide perennials but still too early to out out annuals - wait until june for those, unless we start an early heatwave!

The main problem right now, at least in my part of the country, is the lack of rain. We haven't had any of significance for ages and the ground is quite dry. So after planting and dividing you will need to water regularly until the plants are established.
