shrubs for low maintenance front garden

our front garden is mainly paved but we have 1m deep flower beds around the edges..

these are looking pretty abandoned - i need to find some shrubs which will fill them without me spending hours each week weeding etc...

suggestions gratefully received.

Hebe's...they are lovely shrubs with the prettiest of flowers, Bottle Brush plants, Lavendars, Hollyhocks, Geum's, Bleeding Heart (Dicentra), Jasmin, Honeysuckle, Fuschia (you can get some that stay in year after year and fill a corner), Peaony, Roses etc etc....

would you put matting and bark down to stop the weeds, or just fill the beds with shrubs as much as poss?

also we are on a main road - are any of them more hardy than others?

I think they're all pretty hardy - especially Hebe's - they don't seem to mind being ignored and there are so many varieties and are so pretty when they flower - all flowering at different times of the year.

I've never put bark down but I've heard its good to keep weeds away plus good to keep cats off!
