Can i prune a rose in Feb?

I have a rose bush (not sure which kind) in the garden of a rental house.
I am moving out and need to tidy up (I've been ill so not on top of things)
The rose is straggly from last year and beginning to form fresh shoots.

Can I give I a good hard prune at this time of year, please?

Its the prefect time to prune it, before the spring growth. Chop away! :-)

They say the best time of year to prune roses is fairly close to Valentines Day, so now would be fine.
