First photo isn’t clear enough - maybe sage to the right? Second looks like elephants ears and third lavender. Can you get closer pics of the first bed?

Yes they will need watering although longer term, they are both tough plants that shouldn't need a lot doing to them. Trim the lavender after flowering and lift/separate the bergenia in a few years time. Keep the clippings topped up as will help retain moisture in the soil and stop weeds growing.

The light green one with the grey underside leaves looks like senecio to me.
