Is this a weed?

Hi all,

Just clearing out the planter in front of my house and wondering if this is a weed? I don't like it but if it's been planted intentionally I'll leave it !

It’s Valerian, some people see it as a weed, others a wild flower.
I’ve got lots dotted around the garden and like it.
It tends to grow along walls and other places where you might not normally plant flowers.
I love it popping through the privet hedge.

The leaf on the first photo looks like Lungwort.
