Early morning mowing lawns

Neighbour mowing lawn at 7.45am , no need as grass is yellow and has not grown due to weather, they don't work , i was up but surely inconsiderate to others , what are others view, I know my immediate neighbour was pretty annoyed as I could hear here mumbling over the other side of the fence

Yep, I'd be pretty pissed off being woken up at that time at the weekend. I think 9.00 am is the earliest to be mowing.

You're not supposed to mow at that time in the morning anyway, as there will be dew on the grass, it makes the blades slip and the ends of the cut grass are damaged and go brown.
