What's eating my verbena?

It seems to eat a lot of one leaf and leave others and seems worst lower down the plant although there are some high up.
Do I cut them off or do I need a chemical?

I'd check the plant for caterpillars. Please don't use insecticide. We need our pollinators.

Thanks, can I just pick caterpillars off? Or if I prune it to get more air around it will the birds find them?
I don't want to use chemicals, it's due a prune anyway so I'll try that

Thank you, for both the name and the id of the mystery muncher, I've trimmed it today but I'll check out the advice you've posted now.

I think this is your problem. I've had similar but mine has been much more severely munched. I've cut it right back and will try and ...err...compromise the development of next year's larvae.
