Roses gone weird, what have I done?

Does anyone know what’s gone wrong with this rose? I hard pruned all the roses whilst dormant and the bigger, stronger, bushes have come back beautifully but there’s a few of the smaller roses that are now coming through looking like this (hope you can see the picture). The leaves are all thin and twisted and the few flowers coming through are very stunted. Urggh! What have I done wrong?

On my phone so pic not clear for me. Are those red bits? If so, google rose rosette.

If not, have they been near any weed killer?
