Is there something wrong with my tree?

I have this tree in my garden, we've only lived here for 2 years and I'm wondering if there's something wrong with it or if there's anything I can do to help it along? It used to be green all over, it's flowering now and I remember last year it flowered 2-3 times randomly but it was a lot greener before and after! I thought perhaps it's just early in the season for the green leaves all over but there's one down the road in a front garden that is flowering too but is also fully green. Does it look ok or is it dying, any advice is helpful- I have no idea what I'm doing!

From your photo it’s hard to identify,( I can’t enlarge it very well) but I suspect it’s a Weigela Bush looking at the new growth at the bottom.
The dead bits are probably just frost damage.
Weigela flower on the new growth made this year, so they are only pruned by cuttin off any unwanted flowering branches immediately after flowering. All the new growth this year will give you lovely flowers, this time next year.
I’d remove the dead frost damaged bits.

Thank you, it is hard to capture in a photo but the dead looking bits are all of it inside, the flowering bits are at the end of branches which are bare at the bottom. I'm terrified to prune it, I kill everything!
